Challenge
A decision in an unemployment insurance fund has to rest on current legislation. But the material is spread across acts, executive orders, guidance and earlier decisions, and it is inseparable from the fund's own workflows. So every single case lost time to finding and assembling the basis by hand, and the quality depended on how well the individual case handler knew the material.
Solution
Capacit built LODA, a legal portal that gathers acts, executive orders, guidance and earlier decisions in one place. The fund can add its own documents on workflows and interpretation, so the AI answers from both the legislation and the fund's own practice. The portal was rolled out to every case handler, with training in how the AI answers are used in the decision itself.
How AI adds value
The case handler no longer looks up the law for every case. AI finds the relevant provisions and points straight to the source, so the decision can be documented as it is made. For standard cases, which make up the bulk of the caseload, it drafts the legal reasoning for the case handler to check and use. The time goes to the assessment rather than to the search.
